Responsibility of the Principle of Institutional Control
It is the responsibility of each member institution to control its intercollegiate athletics program in compliance with the rules and regulations of the Association. The institution's president or chancellor is responsible for the administration of all aspects of the athletics program, including approval of the budget and audit of all expenditures.

The university must-
-Control its intercollegiate athletics programs in compliance with rules and regulations of the NDAA.
-Monitor its program to insure compliance
-Identify and report to the NCAA instances in which compliance has not been achieved and take corrective actions.
-Insure those members of university staff, student athletes, and other individuals or groups representing the university’s athletic interests comply with NCAA rules and regulations. As a member of the NCAA, the university is responsible for the action of its alumni, supporters and fans.

Who is a representative of the University’s Athletics Interests?
An individual who is known (or should have been known) by a member of the institution’s executive or administration to:

-Have participated in or to be a member of an agency or organization, including corporate entities (e.g. apparel and equipment companies), promoting the institution’s intercollegiate athletics program.;
-Have made financial contributions to the athletics department or to an athletics booster organization of that institution;
-Be assisting or to have been requested (by the athletics department staff) to assist in the recruitment of prospective student-athletes;
-Be assisting or to have assisted in providing benefits to enrolled student-athletes or their families; or
-Have been involved otherwise in promoting the institution’s athletics program.
-Once an individual is identified as such a representative, the person retains that identity indefinitely.
Permissible Activities by Boosters
-May notify university coaching staff members about noteworthy prospects in the area.
-Attend high school or two-year college athlete contests or other events where prospects may compete, provided no contact occurs.
-Continue existing friendships
-Coordinate through university coaching staff about an occasional meal. See occasional meals information below.

Occasional Meals:
DI 16.11.1.5—A student-athlete or the entire team in a sport may receive an occasional meal in the locale of the institution on infrequent and special occasions from an institutional staff member. An institutional staff member may provide reasonable local transportation to student-athletes to attend such meals. A student-athlete or the entire team in a sport may receive an occasional meal from a representative of athletics interests on infrequent and special occasions under the following conditions: a. The meal may only be provided in an individual’s home, on campus or at a facility that is regularly used for home competition and may be catered; and b. A representative of the institution’s athletics interests may provide reasonable local transportation to student-athletes to attend the meal function only if the meal function is at the home of the representative.

DII 16.22.1.4-a. Institutional Staff Members. A student-athlete or the entire team in a sport may receive an occasional meal in the locale of the institution on infrequent and special occasions from an institutional staff member. An institutional staff member may provide reasonable local transportation to student-athletes to attend such meals. b. Representative of Athletics Interests. A student-athlete or the entire team in a sport may receive an occasional family home meal from a representative of the institution’s athletics interests provided the meal is in the individual’s home, on campus or at a facility that is regularly used for home competition and may be catered. The representative of the institution’s athletics interests or an institutional staff member may provide reasonable local transportation to student –athletes to attend such meals.

Impermissible Activities by Boosters
-May not contact a prospect in person on campus or off campus for DI and off campus for DII
-May not contact a prospect by telephone, email, internet, or letter
-May not provide gifts or free or reduced cost services to a prospect or the prospect’s relatives or legal guardian.
-May not employ relatives, guardians or friends of a prospect as an inducement for the prospect’s enrollment and athletics participation at a university.
-May not become directly or indirectly involved in making arrangements for a prospect or the prospect’s relatives or guardian to receive money or financial aid of any kind
-May not provide transportation for a prospect or the prospect’s relatives or guardian.
-May not provide free or reduced-cost tickets for a prospect or the prospect’s relatives or guardian to attend an athletic event.
-May not provide any material benefit (e.g. meals, cash) to the coach of a prospect, including high school, two-year college, AAU and summer team coaches.
